President, Foundation for Education Reform and AccountabilityThomas W. Carroll is president of the Foundation for Education Reform and Accountability, a research-focused think tank in Clifton Park, New York. Mr. Carroll is also the founder of two charter schools in Albany: the Brighter Choice Charter School for Girls and the Brighter Choice Charter School for Boys. He advocates for public school choice in the state of New York, and serves as a member of the board of advisors of the Center for Education Reform in Washington, DC.
Mr. Carroll played a leading role in the adoption of New York’s charter school law in 1998, and is involved in expanding enforcement and awareness of the federal “No Child Left Behind” law as it relates to school choice and accountability.
